Sounds like the rationale that led staff into tacking an extra second onto the delay for crossbows vs. slings/bows. Like Aurak said, while that may add some realism, I don't think game balance or playability of missles benifitted one bit from that change-- all it did was make it so that missle users (to the extent that any remain) PT their uses with a sling instead of hunting them off with crossbows.

I'm not sure that the game is any better for forcing everyone to use short weapons. I would rather encourage people to hunt off their uses rather than PT rather than mechanically discourage them from doing so.

And if you're going to make 2-handers do less damage (over time), then damage from spells is going to have to also be brought down a couple of notches in order to balance things. Sounds like a lot of work.
