Spell delays, less frequency in casting at max, reduced spell effects are plenty of setbacks. Occasionally failing at higher end spells too. 15 and under spells with a 20 level gap? A sliding scale, based on magick mod, so low mods take more levels to never-fail a level 4 or 8 spell?

Something. My point is that no one, however bad their mod, should fail to cast the basic spells, just as channel never fails once you get enough levels.
