no, it has nothing to do with batman besides the fact that I miss the days where people had a functional brain.
I remember in high school (this was only 4 years ago folks) I had a coach that would allow kids to fight. I remember a big stink about it from parents and such, however as I watched what he did it was a brilliant idea. He would take two kids that had tension building between them, give them each a set of boxing gloves, and let them go at it. This released the tension and removed their anger before one of them brought a gun or knife and it became a bigger problem.
This really has nothing to do with the topic for today besides the fact that this type of logic made perfect sense to me. Now we have people so far into space that they think of the most stupid ideas, and can find a following to get it passed as a law or rules.
Now instead of using logic, and things that may actually help with the problems that face today's students, we get this crap

"did you make eye contact?! To the crime hall! That will be 3 months of solitary confinement!"
"Watch your proximity over there! 3 feet, you know the rule!"
edit: I just wanted to add, the reason I think this is going to become such a problem is because of the no tolerence rule. I've seen the extent it is enforced. It doesn't matter if you're defending yourself, just getting punched, or started it you are sent straight to jail. Again, logic is no longer with us.
When added with this new rule....We're going to see kids arrested for high fives and hugging.
